First two methods didn't help, but I did manage to download attachments after I shut down Windows Defender. I'm in the same boat - attachments download immediately with Windows Defender disabled, but instead after re-enabling it they again take anywhere from minutes.

On a brand new laptop with a fresh install of Windows I've been trawling the forums for answers to these problems and others and what is apparent is that the help supplied by Microsoft support engineers is lazy and predictable. People are in these forums after they have tried trouble shooters etc.

It is unlikely that we have the same corrupted files and that the corrupted files yield the same results unless deliberately corrupted. I am having the same issue.
